Slow Growth: Is It a Marketing Problem or an Operations Problem?

More leads will not fix a business that cannot serve the leads it already has. The two problems look similar and need opposite responses.

When revenue growth stalls, the first instinct is usually to spend more on getting found: ads, content, a referral push. Sometimes that is correct. Often it is not, and the money goes toward generating enquiries a business is not actually able to convert or fulfil well.

The distinguishing question is not "how many leads did we get" but "what happened to the leads we already had." If enquiries are plentiful but quotes go out late, follow-ups get forgotten, or delivery slips once a job is won, the constraint is operational. Marketing spend just increases the number of people who experience that constraint.

The honest fix is often unglamorous: a way to track who was contacted and when, a clear owner for follow-up, a realistic view of current capacity. None of that is exciting to announce, but it is usually the cheaper and higher-leverage move before any marketing budget is increased.
